Central Mana Authority
Central Mana Authority (CMA) is the foremost international body overseeing all matters related to mana and magic. It was established in the conviction that no single scholarly institution could be entrusted with the full scope of mana-related affairs, and it has since absorbed a number of existing and newly created bodies under its authority.
Overview
The Central Mana Authority serves as the highest coordinating body for mana and magic across the Central Continent and beyond. Its founding followed the Mana Cataclysm, an event that exposed the risks of leaving mana-related governance to a single institution. In the decades since, the Authority has grown into a multi-branch organization encompassing research, safety, certification, and legal oversight.
Establishment
The Central Mana Authority was formally founded in AY 23, three years after the conclusion of the Third Summit of the Three Powers. A significant portion of its founding staff were drawn from the ranks of the Arcane Academy, many of whom transferred into the new organization as part of an internal promotion.
The Authority's headquarters is located on the continent of Wendigo. The Arcane Academy, by contrast, retains its own headquarters on the continent of Aim, leaving the central authority and its foremost subordinate body geographically separated.
Subordinate Organizations
The Central Mana Authority carries out its mandate through the following subordinate bodies:
Arcane Academy
- Responsible for research and education in mana and magic. The Academy traces its lineage to a tradition of magical scholarship predating the Yalta Empire, and was absorbed into the Authority's structure at the time of its founding.
Mana Safety Bureau (MSB)
- Oversees the management of hazardous mana materials, including Monolith-grade mana stones, and works to prevent incidents on the scale of the Mana Cataclysm. The Bureau maintains regional offices on the Central Continent, Aisa, and Aim; on Wendigo, the Authority's headquarters fulfills this function directly.
Arcane Registry Office (ARO)
- Handles the verification and cataloguing of spells. Rather than operating fixed regional offices, the ARO maintains its presence through personnel stationed within the relevant administrative bodies of individual nations.
Office of Mana Law and Ethics (OMLE)
- Addresses matters of legal and ethical concern arising from the use of mana and magic.
Funding and Oversight
The Central Mana Authority is funded through contributions from multiple nations. In turn, each contributing nation maintains its own auditing body responsible for overseeing the Authority's operations.

- When asked who is truly responsible for regulating magic, most people point to the Arcane Academy rather than the Central Mana Authority itself. Though the Academy is, formally, a subordinate body, its long-standing tradition and scholarly authority have made it the public face of magical governance in the popular imagination.
